I understand the basics and have gotten to skill 40 with a dwarf (winning the courier's pouch, very cool) and skill 43 with my Orc Warrior main. My Orc also got the pouch and then was sent off to Wood Elf territory where I won a courier's horse. At that point, the quest was done, I recalled to Martok.From there, I went to the civic diplomacy trainer, but he would not accept my quest turn-in. I think it was bugged. In any case, there is no obvious place to go now except to engage in Martok area DC, which is a shame because the stories were wonderful up to that point.
However, I keep running into a few problems that I am hoping you experts can help me on. Here goes:
1) How do I get more cards? Those I have seem designed for failure against certain opponents.
2) How can I tell who I can parley with? Everyone has a CD option, but besides clicking each and seeing what level they are at, is there any way to tell if a NPC is at my general skill level at a glance?
3) Where are the quests? IF there are more dip quests, where do I pick them up and from who?
4) What happens when I level? If CD is the only game in town, what difference is it if I'm skill 75 or 175?

Right now quests are your primary source of new cards. You can get a card from Mixmaster Macken in New Targonor. Do a search for mixmaster on the diplo wiki for more info.

It may not be totally complete, but it does have NPC stations/levels for a lot of difference cities.
Concerning your skill level, when you get to 100 you will get a 6th card slot in your strategy, and another slot every 100 points after that, up to 10 slots at 500 skill. To parley with an NPC of a given level, they must be within 49 points of your level. As you get higher, you will be able to parley against higher level NPCs, thus earning higher tiers of information which you can turn in for higher tiers of clothing. Currently only tier 1 and 2 gear is in, but tier 3 should be in this week some time.
At skill 200 you can do Writs. There are currently only a handful of writs in the game, in BC and LN. Those will be replaced when the writ system is fully implemented, which should be in the next week or two. Along with the writ system comes the Diplomat's Mask, which is an adventuring item that you can earn/improve via writs.
