The bear. Tuurgin's line is strength and endurance, the armour and the roar; its form is a bear, and it is the patron a shaman takes to stand in the front rank.
Assembled from the quest rows the archive holds, quoting each Ancient's own words, with the practical notes taken from the class site's board. It is a reading of the archive rather than a walkthrough somebody wrote at the time: no such walkthrough survives for any of the three patrons.
The chain
All three begin at a Shaman trainer at level 15 and cross at least one continent. The three Ancients are Korhal in Lomshir on Qalia, Goroza on an island in Lake Carlsson in the Vault of Heroes on Thestra, and Caelrial Brightshadow in the foothills of Jalen's Crossing on Kojan; whichever one you start with sends you to another.
Follow Tuurgin: The Path — from Caelrial Brightshadow
Travel to Thestra, to an island in the middle of Lake Carlsson within the area known as The Vault of Heroes, and speak with Goroza the Ancient.
Caelrial says, "The path of Tuurgin requires a journey to another land [your name]." "You must travel to Thestra, to an island in the middle of Lake Carlsson in the area known as The Vault of Heroes, and speak with Goroza the Ancient. Your path continues with her."
Follow Tuurgin: Tuurgin's Might — from Goroza The Ancient in Vault Of Heroes, level 15
Collect Wolverine Fangs, Cockatrice Beaks, and Pristine Summit Jumper horns, and then return to Goroza the Ancient in the middle of Lake Carlsson within the area known as the Vault of Heroes. - Wolverine Fang (0/4) - Cockatrice Beak (0/4) - Pristine Summit Jumper Horn (0/4)
Goroza the Ancient says, "The choice of one's patron spirit should not be made lightly, [your name]." "Tuurgin the Bear is a spirit of great strength and courage, and he does not suffer the weak or the fearful." "You must prove your strength and courage to Tuurgin. Slay the beasts wandering the land around this lake and return. Bring me Wolverine fangs, Cockatrice beaks, and pristine horns from the Summit Jumpers in the area." "Return to me when the beasts in the fields quiver at your presence."
Follow Tuurgin: The Great Bear — from Goroza The Ancient in Vault Of Heroes, level 15
Cross the water to the foothills northwest of Goroza, complete the final test, and then return to Goroza on the island. - Follow Tuurgin: The Final Test
Goroza says, "Domination over lesser beasts is a given for followers of the great bear, but Tuurgin demands leaders, confident in resolve, and standing proud in the most dire of battles." "The final test can reveal your worst fears, no matter how deeply buried." "Cross the water to the foothill to the northwest. Your final test awaits you there with the Servant of Tuurgin. Return to me when the test is complete."

What the board knew
The reason your patron quests are bugged is there was a script run to adjust quest levels, and it allowed you to get the quest too soon. Anyone who finishes the quests before level 15 will have to perform an additional step upon reaching level 15 to get your proper spirit walk. Rakurr and Hayatet Shaman, just go visit a Shaman trainer. Tuurgin Shaman will need to visit a trainer and say 'patronfix' to get your Spirit Walk ability after completing the quests and after reaching level 15.

Need to collect 4 cockatrice beaks, 4 goat horns, 4 wolf fangs around the lake where you get the patron quest.
— swookz, on the Tuurgin collection step
After dinging 15 and going to Lomshir I picked the Spirit Walk from the trainer. Then I went and found Korhal the Ancient. Then he told me to go to the altar and lay my hands on it. I did that and was ported to HAYATET where I simply finished the quest and was awarded my patron.
