Every city has a number of levers in it - areas in which you and your allies can work together to change a fundamental characteristic of the city. Every time you win a Civic parley, the specific lever connected to that parley increases by one. For many of these levers, increasing one lever decreases several other levers attached to it. Thus, the city is always changing - diplomats moving the levers up and down. Gossip with me to learn more about how this works in practice.
