Description

To Re is located on the back side of the hobgoblin encampment to the Northwest of the House of Shining Waves, at /loc -19492, -74139. You can run around the outside of the camp to get to him without killing anything, but the Shotaru pet will help if you get attacked. Once you've parleyed with To Re, head SE to the east side of the main gate to the goblin encampment. (The location is now marked in your journal.) There you will find Jenzu with a bunch of hobgoblins, at /loc -11346, -58211, 1212. Parley with him next.
