The Shrine is West of the Beacon (-32148, -49060, 3582) Emir Rostam Zanjani is on the second floor of the Ahgram palace - next to the Sultan (-83638, 345, 4835) note: Emir Rostam Zanjani offers you three quests. Save the Sultan, Save the Beacons, and Stop the Cultists. You only get to choose one of them.

I can tell you though that it came from the palace in Ahgram. When I traced it there, I stopped looking. I recommend you do the same." Notes

Qalia continental (web) quest, trousers step, one of three with Gather Information and Force Out the Truth. The continental quests are two independent chains, Thestra (branches at Tursh, Bordinar's Cleft, Leth Nurae, Halgarad) and Qalia (Khal, Mekalia, Lomshir, Hathor Zhi), none on Kojan; each branch is six quests, three of them on a shared trunk, rewarding in order an earring (+9), a staff (+17), shoes (+14), a belt (+14), trousers (+14) and a tunic (+20) with presence; finish one branch before starting another or the hand-off bugs. The 24th quest opens a tailor NPC who combines all 24 rewards, which must all be carried, into six items each carrying the four presence kinds of its continent. Thestra rewards give Academic, Domestic, Outsider or Soldier presence; Qalia's give Noble, Crafter, Clergy or Outsider.
