"We are not completely governed by the wood elves," say Scholar Liam. "We have our own elders, who manage many of our own affairs. The wood elven council is the ultimate authority of "Ca'ial Brael though." "We haven't ever petitioned for a spot in it, then?" you ask. "Oh, no..." says Scholar Liam. "They have done too much for us. That would be ungrateful." "But don't you think it's only fair we have a voice in our city's governing?" you ask.
