Hero's Strength (Justice)

Travel to the portal Silko has marked on your map and slay the defenders of the portal. Then attune the Lucent Medallion in the portal to draw the shard needed to attain the rank of Justice from the Lucent Medallion.

Plain and simple, kill 15 of the mobs near the portal (can be any of them in the area, near the water, on the sides, they all count) Once 15 are dead head to the top of the temple and get the portal update.
