Locate the pirate captain and use the newly created poison to weaken him. Slay the captain once the poison has been successfully applied. Return to Brumdul once the captain has been slain.

Brumdul says, "The time has come. Use this poison on the captain to weaken him and then slay him. I'm sure the captain won't even consider you a threat until you've poisoned and weakened him." "Once the captain has been slain it will deal a crippling blow to the morale of the remaining pirates. Over the next few weeks the Black Wyvern Riders will have a chance to clear out all of the stragglers and end their dealings with the Ksaravi once and for all." As Brumdul says, Captain Gouge is a non-aggressive pirate located at -74271, 57738, 2191. He stands atop a ship on the beach, and is surrounded by a number of aggressive two-dot pirates. Gouge, himself, is three-dot, but you can take care of that by using the poison Brumdul gave you. Gouge has a first mate who stands next to him. First Mate Gasselrat is a level 15 three-dot and is aggressive. When fighting him and the other two-dot mobs in the area, be careful when using AE. You can attack Gouge. If you choose, you can kill the three-dot version of Gouge for quest credit. Or, using the poison will spawn an aggressive two-dot version of Gouge that you can kill. Don't use the poison if you have aggro'ed the three-dot version, as this will cause the two-dot version of Gouge to spawn anyway, leaving you to fight two versions of Gouge at the same time. When you've killed Gouge, return to Brumdul for a nice reward. Brumdul says, "I am in awe. You have managed to defeat the pirate captain and destroy the morale of the remaining pirates! You have done a great service for Khal and the empire." Brumdul says, "I present you with this reward to aid you in the struggle to stop the Ksaravi. Use it with care!"
