1) Speak to Celinal in Dellerjuba Village in Tanvu. 2) Speak to Old Man Kanjaru in Tanvu.

Celinal looks up at you, smiling deceptively, "Welcome to Dallerjuba. You have probably never been to our village, though we lie only a few paces from the gates of Tanvu, our former city." "Many of us lived in Tanvu before the emperor decided to..." Celinal pauses in an uncomfortable silence, "take up residence in our small town." Celinal continues, "Do not be alarmed though, Master Kanjaro has been expecting you, please find him in the center of town at our shrine to Jin."
