Parallel quests: "Not enough metal! I can't build the storage cells without enough metal to channel the juice. Scrounge along the deep sea floor for bits of scrap. Even the rusted bits will do." The scrap metal is located in the deeper parts of the ocean to the north and west of the underwater ruins. You can swim to the bottom, retrieve a scrap metal, and return to the surface in one breath, but this quest would be much easier if you have some form of underwater breathing. The scrap metal looks like bones on the ocean floor and can be hard to spot from far away. When in doubt, swim to the surface, grab some air, and then come back down to the bottom.
