The Loamites get smarter and more dangerous the longer they are allowed to live. Travel further inside the Loamite section of the dock, and clean up the mess there. This time you'll need to kill the Sludgemongers and Mudlords. They position the Sludgemongers like guards, and the Mudlords are in the great building nearby that looks like the House of Wrath. Cross back into the loamite section, find the developing Loamite Sludgemongers and Loamite Mudlords, and destroy them.
