Go to the location Darya suspects the Ksaravi are hiding the hostages, which is up on the plateau, to the southwest of Zarabadi Landing. Rescue one Ahgram soldier hostage, and bring him back to Darya.

Darya says, "The Ksaravi city is to the southeast, and it would make the most sense for the rats to take their hostages there. However, we believe that they have taken their prisoners westward in order to dupe us." "I will mark their suspected location on your map. Follow the path up the cliff, and veer west when you get to the top." "Rescue at least one soldier hostage and bring them back to me. I will see to it that they get food, water, rest, and a sound scolding. We'll send soldiers to pick up the other hostages then." Note that after picking up this quest Darya will immediately offer another quest, Ksaravi Kidnappers. Don't forget to take this quest as well, as they both require going to the prisoner camp. Head west up the ramp and continue west until you see Ksaravi Kidnappers and Wardens. The map marker is accurate. This quest is marked as Small Group but the Ksaravi are two-dot and very easy. At the top of a small hill, you'll see some tents (loc: -86773, 94399, 14128). The Ahgram Soldier Hostages are under the tents. Right-click one to rescue him. He'll follow you back to town, even if you use a flying mount or an evacuation spell. Walk near Darya to receive the second quest update. Darya says, "I'm glad the information from my reconnaissance was correct, and that you were able to retrieve the man safely." Darya says, "The Ksaravi grow ever bolder in their actions; this is the first time they've kidnapped people. I'll make sure the rest of them are rescued immediately." "We have a difficult time understanding the motivations of the rats, but perhaps, with your help, we'll be able to peel back all the layers of the onion skin and determine what's really going on."
