Digstina Dustra is at a small dock (loc -23254,45713,505) along the shore to the South of Khal. Pay very close attention to what he tells you to do, as the specifics are not listed in your quest journal. Once you are done parleying with him, dive in the water off the deck to the North. Beside one of the pillars supporting the dock you will find a small barrel (loc -21996,41647,-1956). Right click on the barrel to complete the second step. Next you will head to The Beacon of Hafeez al'Azzimat to speak with Dvuli Citira. She is in a small tent (loc 54013,-80764,1341). Then continue South to The Beacon of Azara Shahab. There you will find a small, unoccupied tent unlike any of the others which is located next to a cart (loc -23456,67787,2714). Beside the cart you will find a jug. Right click on the jug to set fire to the cart to complete this step. Once that is done, go up to Guard Swindiv in front of the beacon to parley. Head to Ahgram and make sure your journal is set to locate the Ladder to Korven (loc -36799,-6791,1819) as it can be confusing trying to find the right ladder which leads you to him. Once you find the ladder, you'll need to traverse the rooftops in order to get close enough to parley with Korven (loc -38143,-6578,2696). This can take a while, so be patient and you'll have better luck than if you try to rush through it. Once you have finished parleying with Korven, head to see Vizier Davood Khani to complete the final step. He is inside the palace (loc -86717,3990,4819), hiding in the dark (torch comes in handy).
