This is a special parley. Talk to NPC to begin. This parley is to spawn a director in order to begin Writs quests. In order to spawn the Directors in the Antechamber of the Sun, you must Parley with the Ambassadors, and Couriers that you find there. After a successful Parley, they will run off, and another NPC will return in their place. There is a random chance that the returning NPC will be one of the Directors who you can then Parley to get a writ. "But that was 30 years ago," you say. "I'm sure rebuilding might be slow, but they must have somewhere to go." "The aftermath of the war is felt for a long time," Courier <name> says. "Many families, sometimes entire towns were wiped out. If they had no money, where do they go?" "I guess that would be a problem." "Yes, it still is," Courier <name> says. "I was waylaid twice by bandits looking for something valuable. Thankfully, I was traveling light." "Where were you coming from? you ask." "I was on my way from Veskal's Exchange," Courier <name> says. "Few people can get out there with their caravan. They're trapped." "But you got out traveling light then?" you ask. "Yes," Courier <name> says. "I had to abandon my scout after the second attack. We had to scatter and I haven't heard from him since." "That isn't good," you say. "if he knew you were headed here though, he might have shown up. Have you checked with any of the gate guards?" "Actually I haven't," Courier <name> says. "I'll go do that now. Thanks." "Good luck finding him." you say.
