Dreadful Countenance is a debuff carried by the target, not a buff on the Dread Knight. Many abilities and procs raise it, and they stack — which is why so many tooltips mention increasing it without saying what it is.

No cost is shown on this tooltip. It is recorded as blank rather than guessed at: several abilities across these classes print no cost, and whether they are genuinely free or the client is hiding the figure is worth a developer confirming.

Ranks II and III both last 10 seconds; only the number of attacks rises, from five to six. Rank I lasts 8 seconds. Whether the duration was meant to climb with the rank is worth a look.
