Dreadful Countenance is a debuff carried by the target, not a buff on the Dread Knight. Many abilities and procs raise it, and they stack — which is why so many tooltips mention increasing it without saying what it is.

An earlier reading from VGO Emulator, on a character with different stats, gave: “Increases your damage. The amount of damage increase you get becomes higher, the higher your Dreadful Countenance is. You may only have one symbol active at a time”
