1) Speak to Lan Cho Puregrace in Tanvu. 2) Arrest Jao Sixfish in Tanvu. 3) Parley with Kit Fai Sixfish in Tanvu. 4) Parley with Jienu Seadragon in Tanvu, and talk him out of seeking revenge.

Quest Offering Lan Cho says, "Harmonious Intent, Juritor. You must uphold the law, but do so with a mindfulness of the pain that has been caused, and the pain you will cause." "These two families seek to harm one another in their grief. A lesser Juritor will simply send in soldiers and make the arrest. I submit that you should do so yourself, knowing that Jao will come quietly if you go to him." "Anything that can be done to put these familes on a harmonious path must be done, Juritor. I leave this in your hands." Jao Sixfish You say, "Jao Sixfish, I'm placing you under arrest for the murder of Kung Seadragon." Jao looks around vaguely, noticing no guards to take him away. Jao says, "I see you brought no guards, Juritor <name>. What is to stop me from running away?" You say, "Jao, understand that you would never escape. The Magistracy has eyes everywhere, and they will find you. You would certainly be executed on the spot." "I will be executed if you bring me in, Juritor. I do not deny I killed Kung, but I did it for..." "...reasons of revenge, I know," you say. "I must have your assurances you shall not run. I believe you will give them to me." "If I do not run," Jao says, "will you protect my family?" You nod, saying, "Good. You are thinking beyond yourself. Yes, it is part of my work as a Juritor to ensure proper justice is given only to those who deserve it. If you do not run, your family is safe." You add, ominously, "If you run, then your family will suffer the same fate as you." Jao bows his head, and says, "Why do you not wish to bring me in now? Why are we even having this discussion?" You say, "When I present my case, I want to ensure that the Magistrate understands that I do not believe you are inherently a violent man. Staying home, under house arrest, will do this." You say, "When I leave, I expect you to mark yourself in the red of a criminal until such a time as you are tried by the Magistracy. Do you understand?" Jao nods, and you turn to leave. Kit Fai Sixfish You say, "Kit Fai, this is your final chance to speak on behalf of Jao Sixfish." Kit Fai nods, and says, "Jao will go to the sword as you shall dictate, Juritor. We spent much, risked much to bring ourselves out of poverty and to a new station, to a new name." You understand, and say, "Kit Fai, the Sixfish are a rough family, but I believe that you all have an essential honor. I must know what you shall do if the Seadragons decide to press a vendetta against your house and family." Kit Fai says, "Jao did not act as he would normally. You know this. I want to say he was influenced by something... but what?" You say, "You claim he had a bad dream before he killed Kung. And that Kung had the same thing happen to him?" "Yes, this is true, but does it matter? We all have bad dreams now. It is not unusual in these times." You muse, "It's almost as if these dreams are an omen, or a means in which a person is influenced." Grasping at hope, Kit Fai says, "Do you think that this is true?" You say, "It may be. I will mention it to the Magistrate when I present my case." Kit Fai says, "I have not dared to hope since this has happened." Growing more stern, you say, "Listen to me, Kit Fai Sixfish. Seadragon and Sixfish will have to work together. They will have to get past their differences to prove to the Magistracy that you should retain your names." Kit Fai bows his head in assent. Jienu Seadragon You say, "Jienu Seadragon. I am arresting Jao Sixfish." Jienu nods, a look of grim resolve on his face. Sensing trouble, you state, "I am placing him under house arrest. Do not interfere with him." Jienu says, "There will always be trouble between the Sixfish and Seadragon." "Not so, Jienu. I am no prophet, but I can sense a deep love of these two families for one another." Jienu spits, "No longer! This blood will never come clean!" "Jienu, please hear reason. Kung did not murder Siri Ke. Jao did not murder Kung." Jienu says, "I saw the blood, the bodies." You continue, as though not interrupted, saying, "A spirit, an evil spirit, has inhabited them. It comes in their sleep - like in legend." "Dream murders?" Jienu asks, "Those are childrens tales to keep them obedient to their parents!" You say, "There is truth in every legend... except perhaps the legend of the wall, the emperor, and the donkey. My point is, however, that even if you do not believe in dream murders, they happened to people who held deep love for one another." You continue, "Love of family for family. The Sixfish lost two, the Seadragons lost one, but in the end, you are meant to be one family. You can heal this break between you." Jienu looks uncomfortable. "I have been having the same thoughts. I am not ready to let go my anger." "Then shape it," you say, "Shape your anger and point it at those who would seek to invade your peace, your mind." Jienu takes a deep breath and straightens, saying, "I will do as you say, Juritor." Kiri Seadragon Kiri Seadragon speaks first, "Have you executed the murderer Jao Sixfish yet?' Ignoring her impetuous words, you say, "No, and he may not be executed if my defense goes as planned." Kiri shouts, "What do you say? Why torture us so! I want revenge!" "Then go," you state coldly. "Go and make you revenge blow on Jao. The law permits it." Kiri calms slightly, and she says, "I cannot. I do not have the strength to strike a deathblow on Jao, and only a deathblow will satisfy me." You say, "You tell me you want revenge, and yet, you do not have the desire to carry our [sic] revenge. I think you are not seeking revenge at all." Kiri's anger is replaced by confusion. "But it is right for me to want revenge. What else could it be?" "Tell me," you ask, "have you had bad dreams recently?" Kiri says, "Of course I have. We all have." "And do you get ideas, violent thoughts, in your dreams?" Kiri nods. "I submit, Kiri Seadragon, that you are being influenced, just like Jao. Just like Kung." Kiri pales slightly, "The old legends of dream murders?" You nod. Kiri asks, "What can I do?" You say, "Hear my words. Use your anger, your desire for revenge. Bank it low, like a fire at night, and use it to fight the influence of the dreams." Kiri's jaw sets, and a fire lights in her eyes. She says, "That I can do. You posses wisdom, Juritor." Quest Completion "Lan Cho," you say, "Jao Sixfish was under the influence of an outside force when he murdered Kung Seadragon." "I believe that Kung was under the same influence when Siri Ke Sixfish was killed." (continue) Lan Cho speaks mildly: "Yes, (name), you now know of the Dream War." "The outside influence of which you speak is known to some members of the Magistracy. The Ulvari, our enemy, are influencing the minds of the weaker-willed in our society to commit violence and act out in a way contrary to the Way of Harmony." "When you go to argue your case to the Magistrates, you must not mention this Dream War but should find a way to mitigate the punishment of Jao. He was not in his right mind."
