Although the quest information says any four veterans, it actually means each of the four veterans. Locations of the veterans and High Archon given in the Walkthrough. Locations of the four veterans: Location of High Archon Nez'riss: -35906, -36257, 9903. At the top of the hill behind (west) Ssre'Vessk, find a colonnade of pillars lined with Trolls. This is the former entrance to the original Pantheon of the Ancients. At the doorway, say the password "Nar'issk" to remove the blockade. Nez'riss spawns in the center of that room, though he may have a placeholder.

Quest Steps
Step 1 - Get Quest
Rift to Skrilien Point. Go south and into the Upside Defense Garrison bunker. While you turn in the previous quest to Lieutenant General Conutuc Sentixa, you will pick up this quest from Captain Nekamhat Moullai.
Step 2 - Go to Ssre'vessk and get the 4 Veteran Banners and the Archon Banner
This quest is pretty much a camper. There are four named that spawn, which you need to kill. Plus also the Archon, obviously. You need to kill each of these named, and then right click the war banner that will spawn at their corpse. Now the quest might make you think you could loot the war banner of a named twice to get credit, but you must loot one banner from each of the 4 veterans.
You can loot the banners in any order. The spawn timer on all mobs in Ssre'vessk is 15 minutes.

The first vet I would go after is one of the easiest to find. Go up the main entrance ramp to Ssre'vessk: the one with the circle of voodoo shaman. Keep going strait back, around the main hut there, and you'll see a group of skrilien surrounding a bunch of 'tortured' yellow mobs. Hra'kez or his placeholder will be the center mob of the 5 skrilien mobs.

This is the only pathing named mob you need to kill. Luckily he paths directly in front of Hra'kez's spawn point. You can camp both of them right there. To see his entire spawn path, check the Ssre'vessk map.

Last but not least of the Veterans. The camp where this guy spawns is sorta hard to explain how to get to. Go up the left ramp like you're going up to the Pantheon entrance. Before you get to the turn toward the Pantheon, look over the left edge. You should see the last camp in that group of camps. Lass'revik spawns right next to the cauldron over the fire.

This guy is located up near the Pantheon. You go up the Pantheon steps, and move in a bit. He or his placeholder will be standing just beyond that first fallen column.

Placeholder: Skrilien Harbinger
Nez'riss is located at the stairs below the throne in the Pantheon entrance. The Pantheon entrance is guarded by force stone. When you say the password 'Nez'riss' the force stone will dissapear granting you access.
Step 3 - Turn In Quest
Once you have all the banners, go back to Captain Nekamhat Moullai and turn in the quest.
