  Shreek is a quest target for the Anklet quest. Red text will alarm you when Shreek is about to spawn. At first I thought you had to spawn him, but he may be on a timer. He Spawns at "Shreek's Plateu" just in front of the Council of the PerchMasters.

  Velthezok is a player spawned named in Skalwra needed for a few quests. To Spawn Velthezok you need collect 3 masks and take them to the Totem of Truth where the Herald of Skrawla resides. As soon as you get close you'll get the red confirmation text "The Harold of Skawlra Has Spoken" and Velthezok should now be spawned in the Council of the PerchMasters cave next to the totem. (Any left over council members will be instantly despawned)

The masks are random drops at the Council of the PerchMasters off council members of the corresponding color , or by killing the leader of each color: Vezzera (Yellow), Krelliak (Blue), and Lokke (Red)
